Hamas said Friday that it accepted a framework announced by U.S. President Donald Trump that calls for the group’s disarmament and a phased Israeli withdrawal from Gaza. Israel had not formally commented when the agreement was reported.

The published text says militia weapons would be decommissioned and stored under the authority of a transitional Palestinian administration, identified as the National Committee for the Administration of Gaza. An international verification commission would certify implementation.

A temporary International Stabilization Force would separate Israeli forces from areas controlled by the Palestinian administration, monitor the ceasefire, train Palestinian police and help protect humanitarian deliveries. The framework also calls for Israeli forces to withdraw on an agreed timetable and says no one should be forced to leave Gaza.

Important uncertainties remain. Hamas said the later surrender of heavy weapons was contingent on the creation of a Palestinian state, a condition Israel’s current government rejects. Israeli strikes continued Friday, according to hospital officials cited by the Associated Press, and Israel had not publicly accepted the new framework.

U.N. Secretary-General António Guterres welcomed the announcement and urged implementation. The agreement also calls for reconstruction to be supervised by the Palestinian administration and the U.S.-backed Board of Peace.
